Medicine vs Cigarettes at the Drugstore

On my last trip out for shopping and lunch and random errands I stopped at a Walgreens to pick up a pack of cigarettes, because I have an awful habit of smoking even though I know I should quit. I did notice that the cigarettes were right by the register at the front of the store making it a few seconds from the door to the cigarettes to paying, and I was back out in a blink. The pharmacy is in the back of the store, meaning people that are really sick have to walk to the back of the store to get their medicine, and people that want to make themselves sick by smoking have incredible convenience. Its not limited to Walgreens by any means, it seems to be a fairly universal placement. Only in America?
